In 1988, the College of Engineering became the first engineering college in the densely populated Middle Euphrates region. The departments of civil, and mechanical engineering were the first to be established, followed by the departments of electrical, chemical, environmental, architecture, and biomedical engineering.

The University of Babylon is one of the largest universities in Iraq. It is situated on the banks of the Euphrates River in the province of Babil in central Iraq. The Dean of the College of Engineering at the University of Babylon, Dr. Laith Ali Abdulrahim, and the Administrative Assistant, Dr. Shammam Fadel Abbas Aloush, visited the Civil Engineering Department. During the visit, the Dean inaugurated the computer lab for Civil Engineering students and a lounge for graduate students in the same department. Dr. Abdulrahim praised the efforts of Dr. Al-Fatlawi, the Head of the Civil Engineering Department, in rebuilding the department and providing infrastructure and services for the students. Dr. Al-Fatlawi explained that the computer lab can accommodate fifty male and female students and is designed in a modern way with modern technical and engineering specifications. The lounge for graduate students is designed to be a place for reading and relaxation, specifically for graduate students. Dr. Al-Fatlawi concluded by thanking the Dean and the Administrative Assistant for their support of the department and financial facilitations that contributed significantly to the speedy implementation of the projects.
